Human Resources Works with Schools to Recall Teachers
Update on 2008-09 Certificated ClassroomTeachers on Layoff
Human Resources has worked with district office administrators and principals to return 111 laid off teachers to a classroom assignment. Fifty-four (54) teachers remain on the layoff list. Four (4) teachers declined employment.
Based upon current student enrollment, Human Resources has fully staffed all elementary schools, including the newly opened Cal Aero (K-6) and the expanded Borba FS. Human Resources will continue to work with all elementary schools to carefully monitor enrollment. We will seek to staff all classes at the 25:1 ratio, but know that some classes will exceed this ratio. If the student enrollment warrants, Human Resources will immediately re-employ teachers from the layoff list.

Schools Focus on Attendance Goal:
Students and Teachers are Meeting the Challenge
Students at 15 schools are meeting or exceeding the goal of 97% attendance. Three schools have earned student attendance at 98% or higher through October 16. Those schools in order of achievement are: Hidden Trails ES, Rhodes ES, and Butterfield ES.
This means two important points. One, students are in the classrooms, engaged in daily activities that promote learning. It is obvious - regular student attendance is critical for students to master the various subject areas: reading/language arts, mathematics, science, social studies, etc. Two, the District’s budget is dependent on student attendance. Very simply – the District receives funding from the state based upon the Average Daily Attendance of students. The higher our ADA, the more income the District receives. This in turn allows the District to fund instructional and extra-curricular programs for students and to fund all other portions of the overall budget.
Teachers at 7 schools are meeting or exceeding the 97% attendance goal. The schools meeting the goal in order of achievement are: CVLA, Oak Ridge ES, Eagle Canyon ES, Townsend JHS, Chaparral ES, Rolling Ridge ES, and Wickman ES.

CalSTRS Ends Three Current Benefit Programs
CalSTRS has recently informed public school districts that effective December 31, 2010, it will end three (3) benefits that members presently enjoy. Specifically, on December 31, 2010, CalSTRS will end the following benefits:

Partial Lump Sum
While this change will not go into effective for one (1) year, Human Resources encourages you to become knowledgeable on this topic and assess its impact on your retirement planning.

New Tax Laws May Impact Employees’ Withholdings
California has recently revised the State’s income tax tables, adjusted the standard deductions available to individuals, and imposed an accelerated (10%) withholding tax as a means of generating cash flow for the State. As a result, some taxpayers may be under-withheld and may need to increase their withholding now to avoid owing taxes next April, particularly those taxpayers claiming dependent exemption credits. read more . . .

WALK-ON COACHING CERTIFICATION REQUIREMENT SIGNED INTO LAW
Effective July 1, 2010, Assembly Bill 1025 (Conway) will require school districts to conduct criminal background checks and the Commission on Teacher Credentialing (“CTC”) to issue certification for walk-on coaches, activity sponsors, other non credentialed employees, and volunteers. The CTC will charge each candidate its standard application fee ($55.00) and school districts will impose its live scan fingerprint cost upon each candidate. The CTC has yet to establish the required process, but this will certainly be in place before the new law becomes effective with the 2010-11 school year. read more . . .
